Component 1: ES&L Policy Making Program Since Thailand has already adopted and implemented Energy Efficiency Policy and voluntary comparative energy labeling for several years. In addition, it already announced Minimum Energy Performance Standards (MEPS) for air-conditioner and refrigerator in 2004 and 2005 respectively while Thailand is considering developing MEPS of the other 4 BRESL products. Therefore, the scope of activities under Component 1 is changed from “Establishment of legal basis for standards and labels and assisting with the development of regulations for the targeted products” to “Preparation of policy recommendation for energy standards and labels and assisting with the development of Carbon Footprint implementation program for the 6 targeted products”.
